The County of Franklin Solid Waste Management Authority (the Authority), as the lead agency for State Environmental Quality Review, at its meeting on September 25, 2008, accepted and is making available for public review and comment a Draft Environmental Impact Statement (Draft EIS) for a proposed long-term expansion of its sanitary landfill located in the Towns of Westville and Constable in Franklin County, New York.
The proposed landfill expansion includes potential land acquisition of approximately 561 acres and the phased construction and operation of up to approximately 142 acres of double composite liner system plus the phased construction and operation of ancillary and support facilities such as stormwater ponds, leachate storage and conveyance facilities, pump stations, on-site perimeter roads, maintenance and equipment storage buildings, groundwater monitoring wells, landfill gas collection and control facilities, and fencing.
The Draft EIS describes the proposed landfill expansion, assesses potential impacts that the proposed project may have on the environment, and sets forth proposed mitigation measures to minimize potentially significant adverse environmental impacts.

A public hearing to receive comments on the Draft EIS will be held at 7:00 P.M. on November 5, 2008 at the Malone Middle School Auditorium, 15 Francis St., Malone, New York. Written comments on the Draft EIS will be accepted at the Authority's office until close of business on December 1, 2008 and may be submitted by regular mail or by e-mail via this link.
Written comments will be given the same consideration as any oral comments made at the public hearing on November 5, 2008. PLEASE BE SURE TO INCLUDE YOUR NAME AND ADDRESS WITH ANY COMMENTS THAT YOU SUBMIT VIA E-MAIL OR REGULAR MAIL TO THE AUTHORITY. ANONYMOUS COMMENTS WILL NOT BE GIVEN CONSIDERATION.

A Final EIS will be prepared subsequent to December 1, 2008, following completion of the public comment period for the Draft EIS. The Final EIS will include written responses to all substantive comments on the Draft EIS that were received by the comment deadline. The Final EIS may also include revisions or supplements to the Draft EIS, following a review and consideration of comments received on the Draft EIS. Upon its completion and acceptance by the Authority, the Final EIS will be posted to this website.
