Availability of the Statement of Findings for Proposed Landfill Expansion Project

The County of Franklin Solid Waste Management Authority (CFSWMA), as the lead agency for State Environmental Quality Review Act (SEQRA), at its meeting on March 26, 2009, approved and is making available for public review the Statement of Findings for a proposed long-term expansion of its sanitary landfill located in the Towns of Westville and Constable in Franklin County, New York.

 

The total acreage of the proposed project, including properties proposed for acquisition but not development, is estimated at 586 acres.  The proposed maximum build-out of the landfill footprint is estimated at 142 acres, with the total area of disturbance approximating 165 acres.  The proposed landfill expansion will be designed and permitted in phases.  Phase 1 will include Cells 5, 6, and 7; a total area of 22.2 acres.  The phased construction and operation of ancillary and support facilities such as stormwater ponds, leachate storage and conveyance facilities, pump stations, on-site perimeter roads, maintenance and equipment storage buildings, groundwater monitoring wells, landfill gas collection and control facilities, and fencing are also included as part of the overall landfill expansion proposal.

 

The SEQRA Statement of Findings includes a review of the entire SEQRA process completed for this project, as well as a summary of the environmental impacts that may result from this proposed project.  Measures and techniques that will be implemented to minimize all impacts and to mitigate these impacts, as appropriate, are also included and summarized in this document.

The SEQRA process for the proposed CFSWMA landfill expansion project has been completed.  Thank you for your participation and interest in this proposed project.  The next step for the CFSWMA is to prepare and submit a 6 NYCRR Part 360 permit application to the New York State Department of Environmental Conservation (NYSDEC).
